The Police Complaints Authority (PCA) was initially set up by Government of National Capital Territory of Delhi vide Resolution No.F.12/04/2011/AR/1630-1789/C, dated the 27 February, 2012. As per the Resolution, the Public Grievances Commission was declared as Police Complaints Authority. Thereafter, vide notification no. F. No.28/1/2017/HP-I/Estt./Part file 635-641, dated 29-01-2018, the Hon'ble Lt. Governor of the National Capital Territory of Delhi constituted the Police Complaints Authority for National Capital Territory of Delhi.

To deal with the complaints relating to Delhi Police as directed by the Hon'ble Supreme Court in WP (C) No. 310/1996 (Prakash Singh & Ors-Vs-Union of India & Ors) dated 22nd September 2006. The PCA has been set up to deal with the complaints of public regarding acts of serious misconduct against Police Personnel, either "suo motu" or on a complaint received from a victim or any person on his/her behalf on a sworn affidavit, the National Human rights Commission, or Lieutenant-Governor or Chief Secretary or Principal Secretary(Home), Government National Capital Territory of Delhi. "Serious Misconduct" for this purpose shall mean any act of commission or omission of a Police Officer that leads to or amounts to: death in police custody, grievous hurt in police custody, rape or attempt to rape in police custody, arrest or detention without due process of law, or extortion or land/house grabbing or any other incident involving serious abuse of Authority provided that no anonymous and pseudonymous complaints shall be entertained.For more details, please see the notification.Copy of the NotificationF. The PCA is comprised of Chairman and three Members, out of which one should be a woman.
